JOINT EX-POST REVIEW OF THE SECOND DEVELOPMENT PLAN OF THE SUB SAHARAN AFRICA TRANSPORT POLICY PROGRAM
Education required
Education at least Master's Degree and a General professional experience of at least 12 years, or in absence of a Master's Degree an additional professional experience of 3 years (in total 15 years), as transport expert; transport economics gained over a period of at least 15 years professional experience as transport sector economist; this must include significant practical experience of at least 7 years as transport economist in the domains of economic and other forms of analysis, transport network level planning, and transport investment master planning; etc.
Experience required
i) ln-depth knowledge of project evaluation methods and techniques, preferable of evaluation in the field of transport sector in development cooperation and for the geographic region of Africa;
ii) the coordination of bilingual, cross-country studies & evaluation;
iii) participatory methods and techniques, especially in the context of policy development & evaluations;
iv) socio-economic development issues in Sub-Saharan Africa;
v) transport policies and strategies in developing countries; all-mode transport issues and reforms in Sub-Saharan Africa;
vi) Excellent report writing skills;
vii) Excellent computer skills with at least Microsoft Offices usual software (Word, Excel, Power-Point, MS-Project) or equivalent
Working experience of at least 10 years relevant te the topic of the evaluation and at least 7 years in Sub-Saharan Africa;
Sound knowledge of transport management and finance (including urban transport and mobility, rural transport), cross-cutting issues, regional integration/i nterconnectivity (transit transport improvement), transport policies and strategies, sector governance and regulatory frameworks.
