Technical Assistance Facility - Digital and Science, Technology and Innovation - Global

The overall objective is to support DG INTPA Headquarters and EU Delegations in ACP countries to improve the quality of EU external assistance and the programming and implementation of the 11th European Development Fund
Formation
At least a Master’s degree or equivalent in Engineering, ICT, or any other discipline with specialisation or 8 years of equivalent
professional experience in the areas related to Digital4Development and digital transformation.
Expérience
General professional experience: - At least 6 years' experience in the sector(s) related
to the lot; - Among the 6 years’ experience in the sector(s) related to the lot, proven
experience related to the design and/or implementation and/or evaluation of programmes
and projects in the area of digital connectivity & infrastructures; - Professional
experience covering the design and/or implementation and/or evaluation of international
cooperation policies, programmes and projects is considered as an asset.

• Specific professional experience: - Among the minimum 6 years of general professional
experience, at least 3 years of professional experience in telecommunications and
digital connectivity & infrastructure analysis; - Technical and market-knowledge about
Middle mile and Ethernet connectivity, specifically in the context of DG INTPA
partnership countries (https://ec.europa.eu/international-partnerships/home_en); - In-
depth knowledge of wireless broadband technologies, spectrum frequencies and their
availability and trading; - A good knowledge of the telecommunications sector in
developing countries and the main actors participating in the digital ecosystem is
considered as an asset; - Experience and knowledge of developing countries’ context
and challenges is considered as an asset; - Experience in conducting comprehensive
in-country assessments of digital connectivity & infrastructure, including mapping of
stakeholders exercise, is considered as an asset; - Experience as expert in EU-funded
development cooperation programmes and projects, and specifically on assignments/
studies related to the subject of this Contract is considered as an asset; - Experience
with innovative solutions, technologies and business models which are economically
and technically viable to enhance digital connectivity in urban and rural areas (e.g.
defining appropriate technology mix (fiber, MW, radio, satellite, etc.) tailored to different
contexts) is considered as an asset; - Experience in projects related to the enhancement
of affordable broadband access and connection in underserved and unserved areas is
considered as an asset; - Experience in projects/initiatives involving the use of Earth
Observation systems (e.g. COPERNICUS, EU Global Monitoring for Environment and
Security (GMES), etc) is considered as an asset.

• Language skills: - Written and oral communication skills in English language (CEFR
C2). - Written and oral communication skills in French language (CEFR B2) are
considered as an asset.
