Technical Assistance Facility - Digital and Science, Technology and Innovation - Global

The overall objective is to support DG INTPA Headquarters and EU Delegations in ACP countries to improve the quality of EU external assistance and the programming and implementation of the 11th European Development Fund
Education required
Master’s degree or equivalent in international relations/ development, Economics, Finance, Engineering or any other
related discipline with specialisation or equivalent professional experience in e areas related to Digital4Development and digital transformation
Experience required
General professional experience: - At least 6 years' experience in the sector(s) related
to the lot; - Among the 6 years’ experience in the sector(s) related to the lot, proven
experience related to the design and/or implementation and/or evaluation of programmes
and projects in the area of digital connectivity & infrastructures; - Professional
experience covering the design and/or implementation and/or evaluation of international
cooperation policies, programmes and projects is considered as an asset.

• Specific professional experience: - Among the minimum 6 years of general professional
experience, at least 3 years of professional experience in telecommunications and
digital connectivity & infrastructure analysis; - Experience in conducting economic and/
or financial analysis / structuring of telecommunications and digital related projects/
programs; - Experience with public procurement, tendering, evaluation and analysis
of telecommunications and digital related projects/programs; - In-depth knowledge
of the EU’s financing instruments in the context of international cooperation for
infrastructure projects or similar projects.(Grants, Loans, Risk Capital, Guarantees),
- Good knowledge of the EU development cooperation programmes; - Experience
with the full project cycle of multi-partner financed telecom, as well as private-sector
financed telecom / digital / infrastructure projects is considered as an asset; - Experience
and knowledge of developing countries’ context and challenges is considered as an
asset; - Experience in conducting comprehensive in-country assessments of digital
connectivity & infrastructure, including mapping of stakeholders exercise, is considered
as an asset; - Experience as expert in EU-funded development cooperation programmes
and projects, and specifically on assignments/studies related to the subject of this
Contract is considered as an asset; - Experience with innovative solutions, technologies
and business models which are economically and technically viable to enhance digital
connectivity in urban and rural areas (e.g. defining appropriate technology mix (fiber,
microwave, radio, satellite, etc.) tailored to different contexts) is considered as an asset;
- Experience in projects related to the enhancement of affordable broadband access and
connection in underserved and unserved areas is considered as an asset; - Experience in
projects/initiatives involving the use of Earth Observation systems (e.g. COPERNICUS,
EU Global Monitoring for Environment and Security (GMES), etc) is considered as an
asset.

• Language skills: - Written and oral communication skills in English language (CEFR
C2). - Written and oral communication skills in Spanish language (CEFR B2) are
considered as an asset.
