Technical Assistance Facility - Digital and Science, Technology and Innovation - Global

The overall objective is to support DG INTPA Headquarters and EU Delegations in ACP countries to improve the quality of EU external assistance and the programming and implementation of the 11th European Development Fund
Education required
At least a Master’s degree or equivalent in a field such as law, social sciences, international relations/development, economics, ICT or 8 years
of equivalent professional experience.
Experience required
General professional experience: - At least 6 years of experience covering the
design and/or implementation and/or evaluation of international cooperation policies,
programmes and projects in sector(s) related to the lot; - Among the 6 years' experience
in the sector(s) related to the lot, at least 3 years of experience related to the design
and/or implementation and/or evaluation of programmes and projects in the areas
of Governance and Digital4Development, Urban Development, Infrastructure, Postal
Sector Development.

• Specific professional experience: - At least 3 years of professional experience in
Governance, digitalization policies, strategies and regulatory frameworks; - At least
3 years of experience in developing countries’ context and challenges. - Good
knowledge of the EU and of the EU policy and regulatory framework relevant to
Governance, Digital4Development and digital transformation; - Previous experience
in providing technical assistance and advise to governments in developing countries
in the field of governance and/or digital; - Good knowledge of the EU development
cooperation programmes and the work of EU delegations is considered as an asset;
- Experience in Sub-Saharan Africa and in-situ is an asset - A good knowledge
of the ’Addressing problem’, street addressing and its key applications such as
Civic Identity, Urban information, Support to Municipal services, Domestic Revenue
Mobilisation, land management, slum upgrading, concessionary services (utilities),
e-Commerce, is considered an asset. - Experience with Geographical Information
Systems, Territorial Information Systems and Spatial Data Infrastructures is considered
an asset. - Experience with programmes targeting domestic revenue mobilization, ecommerce,
innovative governance and digitalization is considered an asset. - Experience
with programmes targeting Postal Sector Development is considered an asset.

• Language skills: - Written and oral communication skills in English language (CEFR
C2). - Written and oral communication skills in French language (CEFR B2) are
considered an asset. - Written and oral communication skills of Spanish language (CEFR
C1 or C2) are considered an asset.
