The overall objective of the project under which this contract comes is to contribute to poverty alleviation through increased regional integration in the energy sector in West Africa.
The specific objective of this TA is to provide support to the regional institutions (ECOWAS, WAEMU, ECREEE WAPP, ERERA) in line with their capacity building needs, in the implementation of activities related to the Energy Sector Governance in West Africa support programme (AgoSE-AO).
Results to be Achieved
The results expected are:
Result 1: establishment of a policy, strategy and planning framework in the region
Result 2: harmonisation of national institutional, legislative and regulatory frameworks, mainly in order to promote investments in renewable energy, energy efficiency and universal access to modern energy.
Result 3: further development of the regional electricity market, promoting energy efficiency but also renewable energy in the energy mix
Result 4: capacity development for key stakeholders in the sector so that they can more effectively fulfil their roles.
As regards to institutional capacities, the technical assistance will contribute to the achievement of the following results:
Regional political institutions (ECOWAS and WAEMU) have the capacity to set out their energy policies.
ECOWAS specialised energy institutions (WAPP, ERERA and ECREEE) are able to implement the tasks assigned to them.
All energy sector stakeholders in West Africa have the capacity to implement activities contributing to the achievement of SE4All objectives (access, renewable energy, energy efficiency.
Regional political institutions (ECOWAS and WAEMU) have a reliable energy database.
- Must hold a Master’s Level Degree in Electrical Engineering, Electromechanical Engineering or related field, or at least a Master’s Degree in Energy, Economics, Law or any other relevant field
- 1. Team leader: Senior Expert in Energy Policy and Regulatory and Institutional Framework (Duty station: ECOWAS Commission Headquarters, Abuja) Duration: 04 years estimated at 44 man-months)
Qualifications and skills
Must hold a Master’s Level Degree in Electrical Engineering, Electromechanical Engineering or related field, or at least a Master’s Degree in Energy, Economics, Law or any other relevant field
Good command of English and French. Knowledge of Portuguese would be an advantage
Good command of information technology and communication tools.
General Professional Experience
Have at least 10 years’ professional experience in energy/electricity sector in positions of responsibility
Have at least 7 years’ experience as team leader
Specific Professional Experience
Have at least one previous experience in similar tasks (programme coordination/consultancy support to a board or an electricity company)
Have a good knowledge of the issues and problems facing the energy sector in the ECOWAS region
Have skills in the formulation of energy policies or institutional and regulatory framework, as well as training and centres of excellence.
