CENTRAL ASIA - Energy - Governance expert

The overall objective of the project is to promote a more sustainable energy mix in the Central Asia region in line with EU best practices.

The permanent location of the Project Office is Nur-Sultan, Kazakhstan. The activities of the project will be implemented in the Central Asian Countries, in the EU and the pre-accession or neighbouring countries, as required.

Experience required
Qualifications and skills
At least Master Degree academic level in engineering, law or management, or in the absence of such Master Degree - an academic degree in relevant field with more than 15 years of professional experience in energy sector governance;
Ability to draft clear and concise reports;
Excellent social, communication and presentation skills including online presentation skills;
Fluency in oral and written English (at least C1 level) is essential;
Fluency in oral and written Russian (at least B2 level) is a strong asset.

General professional experience
At least 12 years of working experience in governance of the energy sector;
At least 3 years of international working experience in energy sector governance and legal counsel;
Working experience with EU sustainable energy and environmental legislation;

Specific professional experience
At least 1 year of working experience in development co-operation matters;
At least 5 years of working experience in Energy Efficiency and Renewable Energy governance/legal counsel;
At least 1 year of working experience in the EU-funded Technical Assistance project is an asset;
Experience in delivery of seminars and/or trainings in a multicultural environment
