Mid-term evaluation of "Cooperation with Northern and Southern Transatlantic Dimension - Marine Protected Areas (MPAs)" (Transatlantic Action)
The specific objective of this action is to broaden the discussion on the effective management of Marine Protected Areas (MPAs) on both rims of the Atlantic with a view to protect marine biodiversity.
The evaluation expert team of two persons
The evaluation expert team of two persons is expected to possess expertise in:
evaluation methods and techniques in general and, of evaluation in the field of external relations;
knowledge of the PI;
previous relevant expertise in policy evaluation, preferably in the relevant policy areas;
experience in environmental policies, maritime policy, related international frameworks or biodiversity
experience in the field of environmental management in the marine field
experience of complex projects, eg. projects pertaining to highly technical issues, or concerning a vast number of countries, or involving many stakeholders,
Excellent communication, drafting and reporting skills
Knowledge of and/or working experience in the EU and in Africa and/or North-South America and/or Europe
The Team Leader will be an expert of category I.
Minimum requirements of the team (Cat. I experts):
5 years of experience in evaluation and at least 5 experiences as team leader of an evaluation;
At least 10 years of experience in relevant policy area.
Minimum requirements of the team (Cat. II experts):
3 years of experience in evaluation;
5 years of experience in environmental policies, maritime policy and related international frameworks or biodiversity
